Resum

With the aim of improving the management of municipal public services and complying with the principle of budgetary stability, in this doctoral thesis, formulated as a compendium of publications, we investigate efficiency from different perspectives. The situation faced by local governments with regard to the provision of services in a context of budgetary restrictions makes it difficult to implement public policies that satisfy citizens' demands. In times of crisis, the public sector must respond to the needs posed by seeking an equilibrium that optimises resources. To meet this objective, this doctoral thesis aims to guide the management of municipal public services towards efficiency, thus improving municipal finances and the sustainability of the public sector. Among the essential services for the citizen and with greater transcendence in local governments, we selected public safety, vehicle traffic regulation, public lighting, drinking water supply, sewerage, waste collection and street cleaning. In addition to obtaining efficiency levels with different non-parametric techniques (Data Envelopment Analysis, Free Dissposal Hull, Order-m), we estimate the impact of environmental factors that may influence the optimisation of resources. To do so, we use truncated regression models with variables oriented to local governance (transparency, citizen participation, remuneration and dedication of politicians), and socio-demographic, economic and political factors related to the municipality. The results show the room for improvement that local governments have if they orient their policies towards efficiency. The type of management, population density, budgetary resources, transparency, politicians' remuneration and dedication, or the ideology and fragmentation of local governments, are all factors that can contribute to optimising resources. In this sense, public management must continue to improve the efficiency of services in order to offer the next generations a better world.
