Zusammenfassung

The investigation is focused both on the delimitation of the so-called "pockets of rural poverty" in the province of Salamanca, as in a prospecting to the future of these areas, taking into account the aid from the European Union and its progressive decrease in the time that the occurrence of the enlargement of the community toward the Eastern countries. Both the analysis of a series of socio-economic variables-loss rates in the population of Salamanca's municipalities between 1950 and 1991, the rates of aging and overaging, income levels, the infrastructure, as well as the access to services, especially, education and health-, as the study of the possibilities of a future development, allow the delimitation in the rural area of "pockets of poverty" and "disadvantaged areas", which cover virtually all of the Salamanca territory. The most serious situations appear linked to the "raya" border, such as the southern mountains, while exceptions are formed by the municipalities close to the capital, the regional administrative towns Vitigudino, Alba de Tormes, Peñaranda de Brancamonte, Guijuelo and Bejar, as well as the communications centre of Fuentes de Oñoro. The study of the province is tackled from his membership to an Region Objective 1 -the Community of Castilla y León-, and, therefore, within the areas most deprived in the European Union, since they are the community aids which seem to have revitalized to a greater extent the areas with the most potential for its development - "disadvantaged areas"-, as show the two Community Support Frameworks (1989-1993 and 1994-1999), developed by our country since its integration into the European Community.
