Zusammenfassung

The changes operated in social, cultural, political and economic fi elds of modern societies, have forced to rethink government and administration systems as their main agents. Because of this, the perception of welfare among citizens and quality of public action was not adecuated, directly aff ecting the legitimacy of the systems of government. Being not possible to elaborate an univocal and homogeneous solution to this phenomena for every aff ected country, it is possible, although, to present a series of practices or general standards able to form the base of a system being recognized as good government by the legitimacy and credibility granted by active and responsible citizens. The members of the OECD have recognized this situation, and having a long lasting tradition of Democracy and Rule of Law, they can contribute with their experience to form the aforesaid general standards.
