To avoid the stagnation of the innovation for the success of the same one or for the administrative obstacles, it implies using the juridical and public mechanisms of new form. Elements like that that might seem that they discourage the innovation, as the expropriations or the public purchase, end for turning into tools that accelerate the arrival of new products and solutions. All this joins with the new contractual figure: the association for the innovation, forms the new public frame of the investigation and innovation in altars of the development.
