Abstract
This paper deals with the question of convergence in R&D efforts among the member countries of the European Union in the period 1985-1991. It usesthe two concepts of convergence developed in the studies of Professor Sala-i-Martin on international and inter-regional convergence in per capita income. The findings indicate that there has been a process of convergence in the EU in the two aforementioned senses, and also that Spain has registered the highest rate of annual growth in R&D expenditure, as a percentage of GDP,in the EU. Lastly, the paper finds that the Community's second framework-program and Spain's national R&D plan in the period were elements that favored convergence with the EU.
