Abstract

This study deals with the difficult relations existing throughout Late Antiquity between political power, whether Roman or barbarian, Catholic or Arian, and the city authorities. The latter, together with the governmental authorities themselves, tried to maintain at all costs the pre-eminent aspects of their ruling class on a clearly feudal level. However, they maintained a set of traditional values represented by the series of virtues present in the panegyric, which served as an element of cohesion as well as of ideological control of opposing interests in an attempt to reconcile them and thus reach the desired peace and harmony.
