Abstract
This article studies the consumer¿s choices regarding the provision of electric service after the end of the liberalization process. Being the integral tariff a factual upper bound to the liberalized market, this examination confirms the progressive erosion of the net margin, only compensated during periods with good hydraulic conditions. The effective tariffs methodology, initially justified from stability grounds is jointly with wholesale market failures, causes of important distortions, which explain the limited scope of the liberalization process in the residential segment. Development of low voltage market will require reconsidering the role of regulated tariffs and their relation with the true costs of the electric activities.
