This paper attempts to analyze the debate generated in the Spanish Cortes (House of Representatives) regarding the issue of Spanish universities during the historical process known as the Transition to Democracy. The article studies the process of the constitutional mandate on university autonomy. The paper therefore focuses on the Bill for University Autonomy, seeking the different ideological views held about the Spanish university at that time as well as the difficulties that arose in the process of educational development
