Résumé
The idea of protection and preferential attention to the general interest is of particular interest in the development of urban development whose projection to basic rights of citizens and integration of groups of first-order values, give particular importance. And all this without ignoring the capacity of urban planning as a factor of development and economic growth that a misunderstanding has generated away from the order parameters and sustainability of its own planning. Therefore, it is essential to establish an appropriate control system to ensure the legality and accuracy of planning decisions, allowing space for a better quality of life for citizens.
