Abstract

The concept of the responsibility to protect theoretically is settled and accepted. However its efficiency and implementation it is not accepted yet. Certain legal interpretation in the international legal order, as the sovereignty of the States, the prohibition of the use of force and even the intervention of humanity are being displaced by a normative understanding of the concept of the responsibility to protect. Focusing on a few specific foundations of the responsibility to protect and indicating several methods of implementation for his efficiency, there are some who would mark a new exception for the use of the force and a new type of UN missions based on the responsibility to protect.
