Abstract

The South American region suffers an institutional recession that gives rise to factors of delegitimization of the political system, especially inequality in electoral competition, abuse of economic and media power, political financing with illicit money and political corruption. In addition, the region's constitutions, cynically, foresees systems of political integrity, however, they are far from the reality of electoral processes and their clientelistic bureaucracies, which also contributes to distrust in the region's institutions. This state of affairs has inflicted an overlay of crises, especially institutional crises, which can only be fixed by institutional solutions. Thus, this doctoral thesis aims to understand the complex relationships between economic powers and political powers and to propose a regional system of political integrity that works before, during and after governments. The regional system of political integrity proposed here must immunize the policy of the harmful use of money, in accordance with the adequate institutional design and other elements necessary for its proper functioning, in accordance with the South American reality.
