Abstract

The COVID-19 health pandemic has forced a great confinement to prevent its spread. This circumstance is generating and will generate a huge economic and social impact, the economic pandemic COVID-19. First, the main features of the aforementioned pandemics and the main measures adopted to contain them are examined. Secondly, both the legal scaffolding that covers the implicit limitation of fundamental rights (declaration of the state of alarm and legal certainty) and the general structure of measures to contain the economic pandemic are addressed. Next, we descend to the analysis of the use of various labor and social security institutions as an essential instrument in the fight against the health and («by force majeure»).
