Résumé

After studying the litigiousness and the material, human and economic resources in the four jurisdictions of the Autonomous Community of Madrid, and formulating two different hypotheses about the consequences of the economic crisis on this field, this research tries, based on Lindblom´s and Wilson´s theoreticals framework, to explain the incrementalism model followed. Finally, using the Kingdom´s model, it is indicated the possibility of a policy window open to racionalization reforms because of the preacarious situation of the public finances.
