Resum
Urban mobility in Spain has gone through different moments since the arrival of car in the city. A model based on the paradigm of speed, acceleration and fluidity of traffic has been built throughout the twentieth century; this model has forced public administrations to invest a lot of money, but also it has produced negative social and environmental consequences. In 2007 European Union showed the way forward to change this unsustainable model with Green Paper “Towards a new Culture of Mobility” that encourages local governments to abandon proposals based on car, for recovering alternative means of transport: walking, bicycles, and public transport. A good number of Spanish municipalities have been working for more than a decade changing their mobility model towards more sustainable patterns through Mobility Plans. However, despite those efforts, results have not been as satisfactory as expected, and car is still the main character of urban mobility.
