Résumé

One of the main tools of the European Union external dimension related to migration is the EU Emergency Trust Fund (EUTF) for Africa. The EUTF receives almost 90% of its funds from the European Development Fund (EDF) and this has questioned whether the actions carried out are compatible with guiding principles of development aid if they pursue migration interests. Another drawback is the lack of democratic control, as the mechanism is , at the moment, outside the formal budget of the UE.The objective of this paper is to investigate the adequacy of the EUTF as a tool of the EU external dimension of migration.
