Zusammenfassung

The university is not unconnected to the transformations that are happening in the world educational system, nor to the changes in the socioeconomic and cultural system. Therefore, this institution has been affected by important changes, among which we highlight the introduction of the Bologna plan, which has been applied in the Spanish university since 2008. On the other hand, this organization, in Spain, shows signs of weakness and fragility, among which we highlight, the little mobility of students and teachers to other foreign universities, the endogamy rooted in the university, the little efficiency and preparation of the administrative staff, the excessive management tasks that overwhelm teachers, and little support for research. This text, once a description of the situation and, to some extent, a diagnosis, proposes a series of changes consisting mainly of: control of the “part-time hired teacher”; progressive establishment of “tenure track” teachers; elimination of certain “rituals” of the Spanish university, such as meals, paid for by the winner of the place, in the competitive examinations; organizational reform to alleviate the duplication of functions between the different university units; greater control in the selection of the university’s administrative staff; and the incorporation in the university management of accountability.
