Participation as a member of a personnel selection body, either as President, Secretary or Member, implies an important responsibility, according to the social relevance and repercussion that selective processes usually have themselves and additionally, their implications related to the rights and legitimate expectations of many citizens attending official competitions and contests, in the confidence that the action developed by the selection body (for example, a Selection Board) will scrupulously comply with the constitutional principles of equality, merit and ability to access the public service. The aforementioned general principles, as a cornerstone that supports applicable regulations on the matter, should not be considered mere declarations of rhetorical level or just grandiloquent words. Instead, they are concepts with a legal meaning, while at the same time they are undoubted ethically charged, defined and specified, in their entirety, by the jurisprudence of the Courts of Justice and, in particular, by the Constitutional Court.
