As recognized by the statement of reasons of the current Government Law, besides the departmental principle, the functioning of the Government is presided by the principles of collegiality and presidential primary. Specially form this latter principle, it may be deduced that collegiate bodies of government differ in the decision-making process from their administrative analogues. The collegiality inherent to the bodies that are in charge of the executive power management (Council of Ministers and Councils of the Autonomous Communities) –usually as well as the multiple person bodies that support them- is consequently presenting certain unique characteristics regarding its intense structural and functional dependence on the highest unipersonal authority: the President of the Government or the Autonomous Community, so, therefore, it might be concluded that actually, the "governmental collegiality" had been weakened, both legally and politically
