Abstract

The management of the crisis generated by the war in Ukraine represents an unprecedented stress test for the European Union and its Common Foreign and Security Policy (CFSP), which have never before been confronted with a scenario that has so strained its legal and institutional structure. This study aims to contribute to the understanding and assessment of the impact of this phenomenon. To this end, the impact of the conflict on CFSP will be explored at three juxtaposed levels of analysis. Firstly, it will be examined by considering the effect of confirming or revealing the degree of consolidation already achieved by CFSP despite its unique nature. This will be followed by the analysis of the extent to which it may have led to the use of tools or potentialities that have been scarcely exploited within the current legal framework. Finally, it will be assessed whether the conflict could in any way accelerate plans to strengthen CFSP through treaty reform.
