Abstract

The present work is composed of three parts: the first one exposes the results of a content analysis of the values appeared in the Organic Law for Law Enforcement Agencies. This result show that the service to the society in one of the most implanted values in this Law, mainly in this Preamble. From this value (Rokeach, 1973, De la Torre, Gómez, 1986), two possible ways of understanding and putting into practice this service are expose in the second part, namely, either emphasizing the idea of repression, or emphasizing the idea of justice in the procedure. The first one is shared by citizens and constables in a great measure and runs the risk of becoming an autofulfilled prophecy. Some studies showed in the third part prove that, although the accentuation of justice in the procedure has no disadvantages for Police effectiveness, it has some advantages for its better approbation at a social level which is required by the nature of postmodern times.
