Abstract

The purpose of this research is not making a proposal or a new paradigm for the government both the Spanish or Mexican government, this research is more oriented to the theoretical debate, analysis and description of the conditions not only past but present, even which are to come in the Civil Service of both countries, seeking to establish new ways to meet the demands of citizens with quality. It is recognized, above all, the importance of the processes of modernization and reform in public administration. Also, note the advances that have occurred in the area both in Mexico, as in Spain, On this basis, we can see what the real issues and what kind, and in doing so both countries can count on it as well as the models of existing quality assessment, and are applied both in the administration of both Spain and Mexico.
