Abstract
This research work examines access to the civil service system in Colombia, and the efforts to professionalize public employment; purpose that has been present in the constitutional texts since 1886. It also studies from a legal perspective the snags encountered by the National Civil Service Commission – independent authority constitutionally created –, in its attempt to professionalize the competitive merit system. In this sense, the research uncovers the variety of career systems legally established and the maintenance of undetermined legal concepts for recruiting purposes, which leave a large discretion to the Executive that must be subject to judicial review
