Professor of Administrative Law (accredited Professor) at the University of Salamanca. Doctor Europeus (University of Salamanca/University of Coimbra) in Law and Extraordinary Award of Degree and Doctorate. Deputy Director of the Research Center for Global Governance. He has been visiting professor, among others, at the Universities of Los Andes, Politécnico Gran Colombiano and Nariño (Colombia), Andina Simón Bolivar (Ecuador), Nacioinal de Asunción (Paraguay) or James Madison of Virginia (United States). Consultant and teacher for public servants in different institutions in Latin America (Salvadoran Foundation for Economic and Social Development of El Salvador, Comptroller of Costa Rica, Attorney General's Office and National Directorate of Public Procurement of Paraguay) and Spain (National Institute of Public Administration). Member of the research groups State and Nation Making in Latin America and Spain (Princeton University), Next Generation EU (University of Salamanca) and collaborator of the research groups Tributum and Justice, Penal System and Criminology (University of Salamanca). Coordinator of WP6 “Sustainable cities and communities” of the European Project EC2U at the University of Salamanca (Universities of Coimbra, Iaçi, Jena, Linz, Pavia, Poitiers, Salamanca and Turku) and Director of the Master in Democracy and Good Governance. Secretary of the journal Documentación Administrativa, of the National Institute of Public Administration. His main lines of research are the Civil Service, Public Procurement, Urbanism and Environment and, in general, the reform and modernization of public administration in Europe and Latin America.
