La Unión Europea frente al desafío de la guerra en Ucrania:¿la ansiada "epifanía" de su política exterior y de seguridad común?

Resumen

La gestión de la crisis generada por la guerra en Ucrania está representando un test de estrés sin precedentes para la política exterior y de seguridad común de la Unión Europea, que nunca antes había tenido que enfrentarse a un escenario que tensionara hasta tal punto su configuración jurídica e institucional. Contribuir a la comprensión y valoración del alcance de este fenómeno constituye el objeto fundamental del presente estudio. Para ello, se tratará de rastrear el impacto de ese conflicto sobre la PESC en tres planos o estratos de análisis yuxtapuestos: atendiendo, en primer término, a su efecto de confirmación o revelación del grado de consistencia alcanzado ya por esta política de la Unión pese a su naturaleza singular; explorando, a continuación, hasta qué punto puede haber provocado el recurso a herramientas o potencialidades hasta ahora escasamente explotadas en el marco jurídico en vigor, y valorando, por último, si podría acelerar de algún modo los proyectos de fortalecimiento de la PESC por la vía de la reforma de los Tratados.
