Professor of Administrative Law at the University of Salamanca (Salamanca, Spain). Secretary of the Journal Documentación Administrativa, of the National Institute of Public Administration of Spain. He has been guest lecturer, among others, at the Universities of Los Andes (Bogotá, Colombia), Nariño (Nariño, Colombia), Andina Simón Bolivar (Quito, Ecuador) and James Madison of Virginia (United States). Consultant and teacher for public servants in different institutions in Latin America (Fundación Salvadoreña para el Desarrollo Económico y Social de El Salvador, Contraloría de Costa Rica, Procuraduría de Paraguay). Member of the research groups State and Nation Making in Latin America and Spain (Princeton University, United States), Sustainable cities and communities (Universities of Coimbra, Ioan Cuza, Jena, Pavia, Poitiers, Salamanca and Turku) and Next Generation EU (University of Salamanca) and researcher of the Consolidated Research Unit of the Junta de Castilla y León (no. 302). Author of four monographs, more than 30 articles and more than 15 book chapters in journals and collective works in Europe and America. His main lines of research are urban planning, public procurement and public employment and, in general, the reform and modernisation of public administration in Europe and Latin America.
