Luiz Fernando Bandeira de Mello Filho (Recife, Brazil, 1979) holds a PhD in Law from the University of Salamanca, Spain; a Master’s and Bachelor’s degree in Law from the Federal University of Pernambuco (UFPE, Brazil). Since 2021, he has been a member of the National Council of Justice (second highest judicial body in Brazil) and is currently the dean of the Council. Between 2007 and 2021, he held various positions including member of the National Council of the Public Prosecutor's Office, Secretary General (clerck) of the Federal Senate, Director General of the Federal Senate, Chief of Staff of the Senate Presidency, Chief of Staff of the Minister of Social Security, Legal Consultant of the Ministry of Social Security, Deputy General Counsel of the Federal Senate. He was a professor of undergraduate and postgraduate courses in Administrative Law, Electoral Law, and General Theory of Law at the Brazilian Legislative Institute, UnB, and UFPE. In 2016, he was appointed Secretary in the process of Dilma Rousseff's impeachment and was part of the commission of jurists chaired by Ricardo Lewandowski, responsible for drafting the preliminary project of a new law on crimes of responsibility.
